Title: Technical Manager – Health Promotion and Behaviour Change Communication

Project: Partnership for Transforming Health Systems (PATHS2) project, Nigeria.

Contract Type: Fixed term contract until July 2014

Location: Based in Abuja, Nigeria, with travel within Nigeria as required.

Background
MannionDaniels is a specialist provider of professional services in health and social care to public and private sector clients. We are looking for a Technical Manager to lead the Health Promotion and Behaviour Change Communication component of the Partnership for Transforming Health Systems (PATHS2) project, based in Nigeria.

PATHS2 is a six-year DFID-funded project in Nigeria to strengthen and reform the health system, working towards their Millennium Development Goals for sustainable, pro-poor healthcare. MannionDaniels is the consortium member of the PATHS2 programme, responsible for Informed Citizens. The objective is to strengthen the capacity of citizens to make informed choices about prevention, treatment and care for selected health conditions including malaria, childhood diarrhoea and pregnancy.

Job Purpose
This role is a technical management position dedicated to implementation health promotion and behavior change communication.
• Health Promotion and BCC technical leadership in-country
• Technical and Operational Management
• Leading a team of public health communication specialists
• Management of international and national technical assistance
• Lead on project planning and design of Behavior Change Communication activities to maximize impact, value for money and innovation including mHealth
• Liaison with National and State authorities and other stakeholders
• Provide technical quality assurance of activities
• Documentation and reporting of activities for various audiences, including the Donor
• Focus on Monitoring and Evaluation and project progress against indicators
• Communicating with key stakeholders

Key Responsibilities
1. Overall project management of the work plan, acting as the main point of contact at Federal and State levels, on technical, management and implementation issues
2. Manage a team of staff and consultants on health promotion, behavior change communication and capacity building activities
3. Provide technical inputs to the strategic direction and implementation of work plan
4. Develop project plans in line with work plan and ensure overall quality assurance of activities and deliverables
5. Ensure that internal Monitoring and Evaluation systems are in place and functioning
6. Establish and maintain strong working relationships with key stakeholders
7. Implement operational procedures, ensuring value for money principles
8. Review monthly financial reports and take appropriate action as required
9. Follow all operational, financial and personnel policies and procedures
10. Ensure that all decisions are appropriately documented and that records are properly-maintained and accessible
11. Maximise collaboration between PATHS2 and other donor-funded activities.

Key working relationships
The post holder will report to the MannionDaniels Project Manager based in UK, and to the National Programme Manager in Abuja. There will also be regular communication with the PATHS2 Senior Management Team on strategic, implementation and communication issues.

Person specification:
• Experienced Programme Manager in public health and/or HIV and AIDS
• Experience in communications/BCC work with an interest in pubic health and new technologies such as mHealth
• Experience on youth health issues in Africa
• International development experience preferably on a DFID/similar programme
• Experience of working in Africa and preferably in West Africa
• Experience of budget and contract management and programme planning
• Experience in quality assurance and performance management
• Experience of tracking progress on logframe and workplan delivery
• Degree/Masters in a related field or equivalent, and interest in public health
