The Government of Malawi is implementing its Health System Strategic Plans 2011-2016 and 2016-2021 to address a number of priority issues in the country’s health care system. The Health Services Joint Fund (HSJF) was established by the Government of Malawi and its development partners to support implementation of these strategic plans.

MannionDaniels supplied fiduciary risk support under the HSJF arrangement on behalf of German development bank KfW and the Ministry of Finance in Malawi.

The Senior Fiduciary Risk Advisor (SFRA) contract was a continuation of the role we performed during a previous joint donor/Government of Malawi-funded health sector programme and focused on the operation of the new HSJF, the performance of the Fiscal Agent and the Procurement Oversight Advisor (POA) as well as the performance of the government in improving fiduciary systems. Key features of our role included:

  • Ongoing oversight and assessment of fiduciary risk
  • An independent check on funds flow, internal control, accounting and reporting, and audit and oversight arrangements on the HSJF
  • Ongoing review of the extent to which the HSJF was strengthening financial management systems in government

Review of the performance of financial management and procurement systems at national and sub-national level to inform decision-making on funding priorities for subsequent years

MannionDaniels worked alongside the embedded POA, a service provided by Charles Kendall.

Together with the POA, we undertook quarterly assessment and review missions with reporting to both the HSJF donors and the Malawian Ministry of Health and Finance and the Local Government Finance Committee.
